According to a mapping of institutions, undertaken by the Ministry of Social Affairs, Veterans and Youth in 2017, Phnom Penh has the highest number of residential care institutions (RCIs), with a total of 117. The mapping found that Siem Reap has 80 RCIs. Both cities combined account for nearly half of the total 406 RCIs in Cambodia.
