Project Finance Coordinator based in Phnom Penh

Role Purpose

The Family Care First (FCF) project is funded by the United States Agency for International Development (USAID). It aims to ensure that children are cared for in a safe family environment by developing a well-functioning comprehensive care system in Cambodia that can respond effectively to the needs of vulnerable children and families. The project will focus on four objectives: 1) Strengthen government child protection systems; 2) provide direct response to vulnerable children through the development of a strong social welfare workforce; 3) Prevent child-family separation; and 4) transform the dominant residential care model to a family-based model. The project started in 2015 and has delivered critical programmatic learning and results. It established a model for collective action by the government and civil society toward the ultimate desired impact of reducing the number of children living outside family care in Cambodia.

 

As the Project Finance Coordinator, you will be responsible for project finances, including budgeting, financial reporting, partner finance capacity building, and partner financial oversight to ensure compliance with USAID rules and regulations. You will also work closely with the Awards team to ensure that grant management is effectively implemented.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

Qualifications and experience

  • A master’s degree in finance and/or accounting.

Essential

  • 4-6 years of financial experience in an international organization.
  • Demonstrated in-depth knowledge of USAID financial management, rules, and regulations.
  • Demonstrated strong analytical skills.
  • Excellent interpersonal skills, problem-solving skills, and ability to work effectively in a team.
  • Proven ability to prepare budgets and donor financial reports.
  • Demonstrated capacity in providing financial training and support to partners.
  • Strong attention to detail in reviewing financial reports for compliance with donor requirements.
  • Working-level verbal and written communication skills in English.
  • Excellent verbal and written communication skills in Khmer
  • Willingness to travel up to 30% of the time.

Desirable

  • Excellent verbal and written communication skills in English.

 

Contract length: Unspecified Duration Contract (UDC).
