Early intervention and prevention services refer to the provision of early support to children and their caregivers to prevent problems from occurring, or address them early to prevent them from worsening. They are often referred to as secondary services and are targeted towards children and families who are at risk of poor outcomes, including children who have developmental delays and disabilities.

Social Protection

All public and private policies and programs that provide income or consumption transfers to people living in poverty, protect vulnerable populations against livelihood risks, and enhance the social status and rights of marginalized groups; with the overall objective of reducing the economic and social vulnerability of poor, vulnerable and marginalized peoples. Due to the strong relationship between child institutionalisation and poverty and exclusion, social protection measures are an important component of preventing separation and unnecessary recourse to alternative care.
